Help Elliot, LGBTQ POC, Go To College

Hi, I'm Elliot, and I'm desperate. I go back to school the 24th of August, and I'm unable to apply for student loans this term. In 2018, I had to have surgery on my breast to remove a benign tumor. I paid upfront for the surgery with the little money I had, and my mother promised to help me out by paying my anesthesia bill for $300+ dollars. Two years have gone by, and she has yet to pay the bill. Because of this, it is now affecting my credit, something I've worked very hard to keep up, and there is now a hold on it, along with a "derogatory public record," which keeps me from applying for student loans. No matter who my cosigner is, how much they make annually, or what their credit is, no bank will accept my request for student loans, making it impossible for me to go back to school. If I am unable to go back to school this semester, I risk losing my $6500 scholarships, which I worked very hard to recieve, and would put me even further in the hole if I tried going back to school. I am also planning to become a double major, which means I already have to go an extra year of school. Please, help me to be able to go back to school. I can't even ask the school to be on a payment plan, as the down payment for that is nearly $2,000. All I want to do is get my education so I can succeed. Any amount helps, and thank you in advance.
