Citizens' Conditions for the Annexation of CUSouth

Save South Boulder and PLAN-Boulder County are collaborating to advocate for fiscally sound, environmentally responsible flood mitigation on CU-South.
Funds will be used to campaign for:
a) Sensible, cost effective, 500-year flood mitigation for the South Boulder Creek floodplain, and
b) Public education around the need to impose limitations on how the land at CU-South can be used if annexed by the City of Boulder.
We believe that:
- The first priority for use of the CU-South property shall be implementation of a flood mitigation project for the South Boulder Creek floodplain.
- The second priority for use of the property shall be preservation of Open Space and restoration of threatened habitat and species.
- The third priority for use of the property shall limit any construction to permanently affordable housing, which shall be located only outside of the 500-year-floodplain and comprise no more than the contiguous 87 acres allowed by the Boulder Valley Comprehensive Plan in effect when CU bought the property. Any development allowed on CU-South shall conform to the requirements of the Boulder Valley Comprehensive Plan, the Boulder City Charter, and the Boulder Revised Code, including development review processes and height limits of no more than 55 feet.
- The annexation agreement must include a plan for development that identifies the allowed uses, square footage by use, and location of all future development and infrastructure.
- CU must assume its fair share of project costs. CU or any future owner shall provide or pay for all public infrastructure and services needed to serve any on-site development of CU-South.
