chair lift needed

Hello  I need your help my dad James Blawn is 82 years old we are in need of a chair lift for him his lungs are failing and he can not get up the steps with out help. His medical insurance will not pay for the  lift the cost is $3800 for the chair lift and installed. I can't move him upstairs when he is already setup in the lower level of our townhouse.  I am asking for help so I can order the chair lift and get it installed immediately it would be so much easier for my dad. He is a veteran of the Army for 26 years.  No the Army won't pay or help with this costs. Please if you can spare a donation it would greatly be appreciated. His lungs are only working at a 30% level which are failing.  We as the family are trying to make him as comfortable as possible.  I have everything lined up installer also just need help paying the costs   Thank you and God Bless You.
