We live in a once quiet neighborhood hidden down a dirt road of 5 acre lots within the city limits. It's just Me (Ben) my wife Ana and my 8 year old son Julian. We are on our own and have no other family in our State. Despite all odds we managed to purchase a home and pursue our own peace of heaven. We love animals, we have 6 happy peacocks and about 30 or so free range happy chickens.
About 12 months ago the property next door to us was purchased by... lets just say hispanic immigrants not fluent in the english language. There is no racial prejudice here proof being that we are also racially mixed, only difference being we are U.S. citizens, them I'm not so sure.
It turned out the new neighbors are bird slavers. Before any furniture even arrived at the place, in came what looked like a hundred small cages filled with miserable Kelso game roosters confined in them. You can tell they're miserable because well they are in small cages and crowing non-stop with all their might. The slavers lined the cages up against the property line between our houses which at first I tolerated because I assumed they would clear a space in their wooded 5 acre plot to house them appropriately. Well that never happened despite our pleas for peace. It seems we were targeted because of our free range birds as a good place to stick their operation.
Cockfighting
Some of the neighbors did some investigating and the slavers told them that they sell each rooster for over $1,000.. that was a red flag to me because I can't sell a farm rooster for more than $5 AND on top of that you can buy a certified bloodline breeding pair of Kelso roosters from Cackle Hatchery for $250/pair. So these are obviously valuable due to cockfighting. Its not illegal to raise and sell them. But without evidence of fighting on the premises there is nothing we can do about it and trust me I've been waiting diligently for evidence.
The noise is horrendous!(see video)
Day and night the roosters go crazy! Starting at 2:30AM until about 10:30PM. They are not like an ordinary farm rooster, game fowl are much more aggressive, territorial and LOUD. Specially when they are caged and miserable. All day every day there's an onslaught of noise. There are so many that there is never a pause! We can hear them inside every part of our home. Its in-escapable! my family is stressed out and sleep deprived.
To this day they still sit stacked and packed in small cages in a rooster shanty town formation along our property line aprox. 150ft from our back door.
After some time the other neighbors began to complain and try and reason with them as well and when they did I noticed a pattern of the slavers going outside later that day and firing weapons visibly 150ft from my kids bedroom window! in what seems to me to be an intimidation attempt. Many people do shoot out here but it is illegal within city limits. When the police had come they hide inside their house as if not home until they leave and it usually repeats again many months later.
Finally last month a city code enforcement officer came out. The ordinance says "tethered roosters must be no closer than 400ft from any dwelling etc."
Hooray we thought! 400ft would be great! The inspectors came in and charged them with the violation to move the roosters back into the property instead of right up against our property line.
About two weeks later the slavers approached me using an interpreter and said they had "attorney's and parole officers" working for them and in their family and that "the legal fight would be on" and "they would not be moving anything anywhere." I said that's between you and the city and I spent the time to yell at them about the shooting incidents.
Well long story short they won!?
I called the city code enforcement officer who charged them and he said it was denied and closed from higher up due to poorly written verbiage in the ordinance. see out here in Oklahoma due to floods and earthquakes etc. many, many people very commonly buy large acreage and place a double or single wide on it while they save up to build a nice home later on in life. Well this neighborhood of 20 lots is mostly single or double wides which in legal terms is called a "Dwelling Unit" but the city ordinance says: "400 ft from any Dwelling, Church, Business etc." but not the word Dwelling Unit! even the charging officer who came here was shocked at the loophole and was apologetic and very sympathetic about the outcome. "any dwelling" to me should include all 8 types different types of dwellings! but apparently that is not clear enough to enforce.
In conclusion. There is zero help from the city ordinance that can assist us and absolutely nothing we can do to stop any of this. We wanted to sell the property and leave but no one will buy this loud nightmare for any kind of fair value and I really don't blame them.

I spoke with the city building fence inspecter Today he said our situation is terrible (he can hear the noise over the phone) and he could approve an 8ft high sheet metal wall!
THE PLAN:
240ft straight line wall inside our fence line. Wood frame with 8ft tall sheet metal panels pinned to it.
Step1:
Cement wood posts every 12 ft for 240ft
Step2:
Connect posts with 2x4 x12's
Step3:
pin up approx. 81 peices of 8x3ft sheet metal
