Bellevue Flood 2019 Smokey and Chris Nichols

Smokey and I live or rather lived in Bellevue, NE and we recently got hit with massive flooding. My house was about 75% under water, my car was completely submerged under water, and everything in the house and shed, which was everything I owned, has flood damage. I lost over $10,000 worth of property. I had renters insurance and I filed a claim for my renter policy but the insurance company only paid out $2500, even though when I got the policy they said everything in the house would be covered. I have also filed a claim for my vehicle but the area is still closed off and Bellevue PD has no time table as to when it will be open. The landlord for the property has disappeared deleting the community Facebook page and disabling the tenant portal, which was how we communicated with the landlords, and they haven't returned any of my PMs or voicemails so it looks like I'm not gonna get my deposit $1100 or any of the rent I paid for March. Any help would greatly be appreciated as Smokey and I try and get back on our feet.
