Help my brother and family rebuild

My name is Teresa and I'm trying to raise money for my brother, Ralph, and his family. They moved to Texas about 5 years ago to start fresh and have a better life. They worked hard to get back on track and found their dream home. They found a lovely home on 26 acres with horse property in Basthrop County. 

There were floods about 4 months ago that destroyed their home. The good thing is they had flood insurance. The bad thing is they didn't receive enough to fix the house up or move it to hire ground.

They began doing what they could to make it livable. They were living with neighbors for about two months, but could not stay there forever.  They made their home as livable as possible so they could move back in and began working to fix it up in between their work schedules and life in general. 

They finally had a contractor lined up to start work next week when they woke to rain. It rained over 6 1/2 inches in one hour. Their home is once again under water, but this time unfortunately their pets are trapped inside the home. The neighbors were able to get the horses out of the barn but the dogs and cats are still trapped inside the house.  Animal control came by but they don't have a boat. There was a neighbor or passerbyer who had a kayak but the water was rushing so fast it wasn't safe to continue on.  As I am writing this the animals are still trapped inside the home and the home we can only guess is completely damaged once again. 

I am trying to raise money to help with the cost of not only moving the family's home to higher ground but to also help them get it fixed up again so that my nieces can have a place to live and grow up in. 

I feel horrible and helpless to have asked for assistance, but my brother and his family are not only out of money, but are also out of a place to live and probably all of their possessions that were not destroyed in the previous floods.
