STAR is a 501(c)4 nonprofit organization dedicated to restoring access to original birth certificates for adopted people born in Texas, through policy advocacy and reform. We believe that the right to access this first medical record, the original, factual and unaltered certificate of birth, is a civil right. We partner with legislators and concerned citizens in the State of Texas to restore this right, which non-adopted citizens currently have: the ability to access the factual birth certificate by making a simple request and paying a nominal fee. Many adult adopted people born in Texas currently cannot access this personal document but we are confident that with education and grassroots legislative action our efforts will be successful.

Founded in 2013, STAR is part of a long legacy of advocacy efforts in the state of Texas dating back to 1994. STAR spearheaded HB 984 in 2015, which would have restored unrestricted access to original birth certificates for adult adoptees born in Texas. Our committment is unwavering, and we are poised for success in 2017.

Adoptee rights is a matter of restoring equal treatment under law for all adult citizens born in Texas. We endeavor to place Texas in the forefront of ending the decades-long practice of considering adoption to be something shameful and secretive.
