Help Hank's Hips!

Hank is a six month old, Yellow Labrador Retriever puppy who has Dwarfism. Dwarfism in dogs is extremely rare and affects the skeletal system, along with many other things. Hank is such a happy, loveable boy and never lets living with daily pain and mobility restrictions bring him down.
When we got Hank, he seemed perfectly healthy. We did the responsible thing and purchased pet insurance for him. We were paying $92/month for the best coverage the company had to offer. Months later, when Hank was diagnosed with Dwarfism, the company refused to cover any conditions associated with it (which is basically everything). After numerous phone calls and conversations we decided to cancel the policy because it was completely useless to us. However, now that we know Hank has dwarfism, no insurance company will cover him.
The majority of Hank's pain and discomfort comes from the way his hips are formed. Even though he takes pain medication daily, his hips give him a lot of trouble. His hip deformities cause him to be unable to go for walks, run, or walk up and down stairs. He even struggles to get up from his bed in the morning.
Hank had an appointment with his specialist today. She took many x-rays and compared them to previous ones. His hips have gotten worse and are at a high risk to become fractured. Right now, she believes that Hank's best option for having a better quality of life and highly reducing his pain is to have surgery on his hips.
The procedure is called Bilateral Femoral Head Osteotomy. He needs to get it as soon as possible so he doesn't loose any more muscle mass. Loss of muscle mass can cause complications and lengthy recovery times. The surgery costs $3700-$4500 Canadian and is scheduled for November 4th. (Please see photo below for a copy of the estimate).
This procedure would make such a positive difference in Hank's world. It is the hardest thing in the world to see such a lovable, selfless little boy face so much discomfort and so many restrictions every day.
Any help towards his surgery would be so greatly appreciated. This will change his life.
