Since the phone conversation I had with my attorney I was told to take personal information down.   I'm going to do as my attorney says because My husband and I have full 100% faith in our attorney.  


The problem seems to be that I have put names in my narrative.  Which have now been taken out

OUR daughter has been in DCFS care since 2008.We as parents have jumped thru flaming hoops to get her back. We have completed all services required. DCFS has undergone severe budget cuts, and the caseworker that was pushing for reunification was put in another position within the department. We had a court order for increased visitation, decreased supervision.  

We were then placed with a small agency, Family Service Center.  We had one of the best caseworkers that was working for my families best interest.  Since family service center was a small agency and mainly ran by interns; they couldn't accommodate the increased visitation order.  So they moved us back to ILLINOIS DCFS.

I, STEPHANIE DIPASQUALE found an ILLINOIS TIMES ARTICLE about the caseworker we received after being placed back with DCFS.   When we brought it to her attention and asked her to remove herself. Our family visits went from being out in the public, to being held at the DCFS office.  And the supervision specialists from an outside agency that our family had always known was replaced by a DCFS SUPERVISION specialist.  One of which felt it was her duty to speak to the foster parents about every single aspect of our visits.  (breaching confidentiality)   She even went as far as to search MY (stephanie's) social media pages and found I was "friends" with these old specialists.  (Reason for being friends with said specialists was for another source of communication....since they traveled the state doing visits for families, at times we had found this being an easier source of communication, rather than texting)  That way as a mother, I could see if they had read my msgs and whatnot.   After further investigation this DCFS visitation specialist finds that it's appropriate to be friends with a woman who was at this time our FAMILIES CLINICALLY LICENSED SOCIAL WORKER (how is this appropriate.....we as a family feel it's inappropriate and also a Conflict of Interest)

In May, 2014 the Springfield Police department started recruiting new officers. Stephanie had found her passion, helping families in Domestic Violence situations. SO I UNDERWENT THE police department ORIENTATION. When the physically abusive caseworker found out, visits were QUICKLY moved to the Springfield Police Station.  We as a family feel they were moved to the police station because I was discovering said caseworkers indescretions, and she had to be the "innocent" one.  

The first visit we had there, our daughter had to watch them frisk and inappropriately violate her mom.  All while the caseworker stood there smiling like she was enjoying the show. It scared the HELL OUT OF our child.  MANY visits including my 7th birthday party of whom NONE OF MY PATERNAL FAMILY could attend was held at the Springfield Police Department. MANY of the visits at the S.P.D. were cut short due to the amount of time it took them to go thru the toys my parents had ALWAYS brought to visits as well as the inappropriate frisking of my parents.  

Considering our child had been diagnosed with MERSA after our first visit at the DCFS office, we found it would be in her best interest to tote her OWN toys to ANY AND ALL visits. 

The last time we saw our beautiful daughter was in August, 2014. Our daughter constantly asks family members where her parents are. She is always told THEY ARE STILL FIGHTING FOR YOU.

Which we are. We won't give up.  The amount of money we are requesting is only a portion of what we already paid. And more than likely a fraction of what is yet to come considering the response to our appeal has been answered and the only reason they could give for termination of our parental rights is "THEY COULDN'T GET ALONG WITH THE DCFS CASEWORKER."  Now mind you, as a family we had several different caseworkers and supervision specialists; all of whom if seen in public today....we would greet with a smile, catch up a little and go our separate ways.  (This has actually happened on MORE THAN one occasion)

Now, call me crazy but as a mother....who would get along with a caseworker that PHYSICALLY abused her own foster child.    I'm 110%  positive if she's able to PHYSICALLY abuse her own foster children and breach code of ethics at home, what would make her reconsider MENTALLY AND EMOTIONALLY abusing of her caseload.  

Until now we have funded our own way, but asking for help isn't always a bad thing.

During this whole time, we  have worked our asses off to stay sober, stay off welfare, and to maintain a Home for our daughter to come back too.   ALL OF THIS GOING UNRECOGNIZED OF COURSE

We as a family are asking for help to raise the rest of the $3,000 we owe our appeals attorney CURRENTLY, as this same caseworker recommended TERMINATION of our Parental Rights ON 9/1/2015.     And the Judge that disliked our family initially of course followed her recommendation.  We have since turned him into the judicial commission regarding his neglectful acts.  We did try to get the article turned in as evidence stating she couldn't possibly look for best interest of children.   His response was rather tainted, stating her PERSONAL life has ZERO to do with her Career.  We even went as far as to state she couldn't follow her own code of ethics as a worker in her own home and that too was dismissed and striken off the record.    (We feel the caseworker and the judge are in cahoots, and work for the CASH FOR KIDS campaign....meaning if the state didn't have foster children,  they'd loose federal funding, etc...)   ON AVERAGE the state recieves $10,000/month for each child they terminate parental rights too.  We've also read and researched that the caseworker receives PERSONALLY a chunk of that money as well.  It's happening in MANY MANY MANY states throughout the United States.

From the looks of the answer to the appeal, this is only the beginning of what is going to be an uphill battle for OUR child to return home.
