Rebuild our washed-out road

The road leading to six family homes was washed away in the latest flood. This is the only road leading to our houses, so we have been stranded.
Typically, the local government will rebuild the road, but this is a private road. That means that those of us who live here are on the hook for rebuilding it. We only have twelve homes within our small home owners association, and the damage is quite extensive. Since the road crosses a creek, it will cost us a lot of money for permits and engineering, in addition to the material and labor cost of rebuilding the bridge. Mason Creek is a protected creek that has a yearly salmon run, and will complicate as well as add additional cost to the solution.
One of our neighbors is disabled and is unable to hike out the current trail. She received a heart transplant 18 years ago and as a result this limits her walking ability. The trail we have to use is not something she can manage, so getting her medications has been difficult. Another neighbor's house is flooded and they are unable to bring in services for repairs. Emergency services would be unable to reach the six family homes that are stranded on the other side of the washout. Additionally, some of us work from home and CenturyLink is not able to fix our internet connection until the road is fixed, which impacts our livelihood.
We could use this money as soon as possible, because we currently have no way of driving anywhere without other people helping us and we can't afford the repairs needed for the washout. The sooner we can rebuild the road, the sooner we can freely travel again. All the proceeds gathered will be deposited directly into the Timbercreek Homeowners Association and will be used to fund the permanent solution needed to fix our road.
We would be grateful for anything you can provide that will get us closer to our goal.
