Help save my home.

In the fall of 2008 I woke up and smelled something odd. Walked towards downstairs and saw something I never saw before and smelled something I never smelled before. It was a sea of other peoples... poo. The sewer backed up, about 4 inches of sewer water flooded the lower level of my home.
After everything was said and done $13,000+ in damages, cost of cleanup, and lost items I was left with a home in disarray. Insurance was barely enough to cover cleanup costs let alone all the other damage. But I've managed to repair the most important and visible areas a little at a time.
But pretty much every year since 2008 the sewer has managed to back up (although not nearly as bad as the first time) at least once a year. Damaging the floor and base boards and added costs of cleaning supplies and suffering with the stench for days afterword. And the assault on my memory, you do not want to see a toilet with a greyish brown geyser shooting out of it.
After the last backup my patience is gone. Attempts to have the county address the issue and take responsibility for what is their fault have basically failed. The county seems to think it's not their problem and lawyers don't seem to care enough to call me back. Which is what brings me here.
The costs to remedy the issue by installing a backwater valve, (which is a device that will not allow the sewer to backup into my home again) and address the rest of the damage exceeds my ability to pay with the rest of my bills. Increases in taxes, utilities, everyday items and other repairs to the house, most recently the roof ($10,000 to replace) along with the decrease in pay due to being laid off and losing $30,000+ in my home value are the reasons I'm here asking for your help.
I really want to remove the Dept. of Sanitary Engineering off my speed dial.
