Fix Rosco's foot

I am a senior citizen and I live alone with my dogs in the High Desert.
On Friday, my shepherd malamute mix, Rosco, was in the bedroom, the window was open about 3 ". My other dog Superman was outside and when Rosco started barking at something, Superman became scared. Rosco put his paw out the window and Superman grabbed it and hung on.
I have contacted the vets in my area, but none of them are willing to let me make payments. It's going to be probably $3000 to $3500 to fix it.
I'm afraid Rosco might lose his foot because at least 3 of the lacerations are to the bone.
Please, I need help and don't know where else to go.
