On July 3rd of 2014, I was displaced by a natural disaster (Hurricane Arthur) at approximately 10:00 pm:

After being displaced by a natural disaster in July of 2014, I challenged Northeastern University in Boston, MA on the legality of a federal statue. I stood my ground and stood up for what I believed was right.

Instead of contacting the VA directly and admitting that a mistake was made, Northeastern called in a favor within the Boston VARO office attempting to conceal the event/disaster. If my original/7-2014 appeal and claim that I submitted to the VA was processed – without any report from the education program – Northeastern would have received a penalty from VA.  The VA Office of Inspector General conducted this investigation and made their report open to the public:

In turn, Northeastern retaliated against me with brute force after I exposed hypocrisy and negligence within this academic institution.  I ended up blowing the whistle on the non compliant administration of a VA contracted education program within Northeastern University in Boston, MA.  This dispute snowballed into a series of inconceivably negligent, unethical, and unlawful events. These series of events have genuinely jeopardized my entire future career path and overall livelihood.

The most disturbing and disgraceful part about this disclosure and all others alike, is that the VA is factually making great efforts to provide U.S. Veterans the care that they deserve.  Simultaneously, approximately 90% of problems within the VA are caused by federally contracted proxies that neglect federally funded programs. You may only be reading the words of one U.S. Veteran, yet I assure you that I am speaking on behalf of hundreds, if not thousands, of Veterans within the state of Massachusetts.

As we discussed, in the fall of 2014, the VA Office of Inspector General (OIG) conducted an investigation inside the Boston’s VA Regional Processing Office (VARO) revealing several incidents of gross negligence, viewed here: http://www.va.gov/oig/pubs/VAOIG-15-01332-121.pdf .  I am one of the twenty-five (25) U.S. Veterans mentioned within the aforementioned VA OIG report.  After these events occurred as well as after this report was published, I have made my voice heard by approximately nine (9) State and/or Federal municipal offices in Boston.  I have even contacted a few offices in Washington DC and have engaged State representatives and my (previous) local Congresswoman regarding this matter.  Approximately 90% of the offices that I’ve contacted about these events have simply defended Northeastern, listened to my story with disbelief, and/or sent me to another office – passed along while spinning in circles without any shred of progress.

I have now spent the past eighteen months of my life trapped inside this twilight zone after these events have caused grave damage to my life, to my parents, to my family, and to my entire future career.  The VA is well aware that I have been affected by these allegations yet the VA, nor the subcontracted VA programs (i.e. – The “Yellow Ribbon Program” administered by Northeastern University (NU)), haven’t done anything to do justify these unlawful and disgraceful events that took place.  They are even denying the existence of my story and all details within several significantly detrimental events that took place.  This whole situation and specific events that I am disclosing have caused grave damage to my life, to my family, and to my entire future career.  I am in great need of some assistance right now and I would be tremendously grateful for any assistance that you may be able to provide.

Hurricane Arthur ripped off the roof of my apartment building and left me displaced on 7/4/2014, and I had 4/5ths of all my property damaged/destroyed.  (Local news link: https://www.youtube.com/watch?feature=player_detailpage&v=DzZHmfZaIq0 ).

This forced me to interrupt my VA education program at NU and the VA office at this university neglected my outreach attempts for sixty days (60).  I contacted the president’s office at NU and explained that my only other option within this situation was to contact the VA Office of Inspector General because Northeastern was not in compliance with their Yellow Ribbon Program.

After spinning in circles for 18 months I am reaching out to you asking for any possible legal, investigative, and/or exposure assistance that I could possible acquire while pursuing my claims against Northeastern and the VA.  Further, there are also two other federal departments within Boston that I need to engage, yet I am not filing a complaint with these offices until I have the proper legal resources and assistance.  These offices enforce two specific statutes under 38 C.F.R. that are applicable to my case:

(i) The office of Federal Contract Compliance Programs

(ii) U.S. Equal Employment Opportunity Commission

I am 100% able and willing to testify in a court of law and I am willing to sign any type of liability disclaimers that may be necessary to vindicate this injustice.  I have read this full statement in its entirety and I completely understand all allegations that I have made.  These statements are without embellishments, additions, or fabrications.

Thank you for your time,

Very Respectfully,

Justin Martin
