bedbug infestation with newborn

I lived in our current apartment since Feb of 2015. moved from some really bad low income housing as I was not working at the time and it was all that was affordable. The building had a really bad bedbug problem and the apartment quickly became infested. The management never really dispatched the proper pest control to deal with the problem so had to move out and throw a lot of household items and furniture away.  After Finding new empolyment and moving into a new apartment  it seemed pleasant
But  some bedbugs must have tagged along somehow and the new apartment now has an infestation. I've tried every home remedy and over the counter pesticide there is for months and it never goes away. I've attempted to contact professional pest companies like terminix and local pest control specialists as well and the absolute cheapest I could find was 900 dollars, plus the inspection fee and expenses. I have a two year old daughter and a newborn boy on the way next month and it terrifies me to think of bedbugs crawling on him in his sleep. They already harrass our daughter and I have keep killing them on the current furntiure that we do have. I have to check the bedrooms constantly to make sure they're clean and even then, it's not enough because they are still there. This problem is becoming stressful and it's driving me insane which is the reason i'm asking here for any help at all . Thank you everyone who took the time to read this.
